Multimedia Development Corporation (MDeC) - MSC Malaysia and Digital Malaysia

The Multimedia Development Corporation (MDeC) was incorporated in 1996 to strategically advise the Malaysian Government on legislation, policies and standards for ICT and multimedia operations as well as to oversee the development of MSC Malaysia, the platform to nurture the growth of Malaysian small and medium enterprises (SMEs) in the IT industry, while attracting participation from global ICT companies to invest in and develop cutting-edge digital and creative solutions in Malaysia.

In 2011, MDeC's mandate was broadened by the prime minister to include driving Malaysia's transition towards a developed digital economy by 2020 through Digital Malaysia. In 2012, Digital Malaysia was official unveiled as the nation's transformational programme to achieve this aim. Founded on three strategic thrusts, Digital Malaysia will create an ecosystem that promotes the pervasive use of ICT in all aspects of the economy, connects communities globally and enables them to interact in real time, increases the country's gross national income, enhances business productivity and improves standards of living.

MSC Malaysia: the preferred ICT hub

Multimedia Super Corridor or MSC Malaysia is the national initiative formed by the Malaysian Government and managed by the Multimedia Development Corporation (MDeC) for the purpose of advancing the Malaysian information and communications technology (ICT) industry.

Established in 1996, MSC Malaysia has provided an ideal and conducive platform to nurture Malaysian SMEs to become world-class organsations, while attracting participation from global ICT companies to invest and develop cutting-edge digital and creative solutions in Malaysia.

Today, ICT is a multi-billon-ringgit industry that produces homegrown talents, creates thousands of job opportunities and spurs socio-economic growth across Malaysia.

MSC Malaysia status companies are grouped into three key clusters: global sourcing cluster (GSC), information technology cluster (lnfotech) and creative multimedia cluster (CMC). To date, we have more than 3,000 MSC Malaysia status companies made up of all these three clusters.

National digital economy initiative

Digital Malaysia is a unique programme based on three strategic thrusts. It will create an ecosystem that promotes the pervasive use of ICT in all aspects of the economy to connect communities globally and interact in real time, resulting in increased gross national income, enhanced productivity and improved standards of living. This will result in a developed digital economy that connects and empowers government, businesses and citizens.

The Digital Malaysia programme's three strategic thrusts will leverage new and existing initiatives to drive Malaysia towards a digital economy.

To date, Digital Malaysia has developed an extensive list of projects across various verticals. These projects were designed with the goal of leveraging existing information and infrastructure. Digital Malaysia focuses on creating new applications and increasing adoption of these existing offerings.

A total of eight projects will serve as the initial set of initiatives to drive the growth of the digital economy and provide a strong foundation for further programmes. Total investment required to implement Digital Malaysia is RM31.1 billion, of which 5% is expected to be supported by public funding. Below is the list of the projects:

  • Asian e-fulfillment hub
  • Enabling e-payment services for SMEs and micro enterprises
  • Shared cloud enterprise services
  • Developing on-demand, customised online education
  • Microsourcing to generate income for the B40
  • Facilitating the social uplift
  • Growing the embedded systems industry
  • Developing a trusted mobile digital wallet system.

Each of these projects will be the responsibility of a public sector institution. The public sector lead is expected to drive the project implementation, ensuring the delivery of these projects according to the agreed timeline and milestones.
